Summary Of The Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.

Originally part of the NTMA, the Banking Unit has been seconded to the Department of Finance and is now a fully integrated part of the Department’s Shareholding and Financial Advisory Division (SFAD). This Division is responsible for the management of the State’s investments in Bank of Ireland, Allied Irish Banks and Permanent tsb, IBRC in Special Liquidation and the State’s shareholding in NAMA. It is also responsible within the Department of Finance for the Credit Union sector. In addition, SFAD assists the Department of Finance with various other financial advisory projects and works on cross-departmental and inter-Governmental initiatives where the skill set within the Division can add value in terms of knowledge, skills or expertise.

The Financial Advisory team provides insight and analysis into emerging technologies and financial services, while helping to build connections between academia, public bodies, and private institutions. The key ongoing responsibilities are as follows:

  • Coordinating and managing the technical expertise on digital finance and digital assets, by leading on briefings and providing technical support to other divisions and other government agencies whenever required.
  • Ireland: Regular engagement with ecosystem via events, roundtables, meetings; Central Bank of Ireland, Revenue, Fintech Ireland and start up community.
  • EU: Leading the EU Commission Market in Crypto Assets Regulation transition process.
  • GLOBAL:
  • OECD: member of the Committee for Financial Markets; member of the Ad Hoc Experts Group on Digital Finance
  • WEF: member of the Digital Currency Governance Consortium
  • Ongoing engagement via participation in panel discussions, roundtables and conferences

Role Summary:

The role supports the delivery of the objectives of the Financial Advisory team applying generalist financial skills to the identified areas of research.

Principal Accountabilities:

  • Responsible for identifying, researching and analysing areas that require special attention from the Minister due to their potential impact to the economy, the financial sector or citizens.
  • Liaises with the rest of the Department, Central Bank, Revenue, NTMA and any other department or agency as required.
  • Liaises with other members of the Department of Finance and the Shareholding and Financial Advisory Division to deliver the team, division and department’s objectives.
  • Delivery of the agreed strategy and provision of insightful policy considerations through empirical research.
  • Preparation of briefing materials on Financial Advisory related matters for the Minister for Finance, Minister of State and senior management within the Department of Finance.
  • Responsibility for review of parliamentary questions and representations relating to their particular area of responsibility within SFAD.


Knowledge and Expertise :

  • Relevant third level degree
  • Relevant graduate / higher level degree, qualified accountant or Chartered Financial Analyst
  • Experience in disruptive technologies (blockchain, crowdfunding, cryptocurrency trading, Github) not necessary but highly desirable


Experience:

  • Strong track record in a similar role in a financial services; banking; capital markets or corporate finance environment.
  • Hands-on experience achieved working in an SME or start-up setting, in the areas of Finance, Technology or compliance is highly desirable.
  • Proven ability to source raw data and synthesize key messages.
  • Strong record forging relationships and working with internal and external stakeholders.
  • Report, briefing, or speech writing experience desirable but not essential.
