Context:

Under the overall supervision of the Chief, Humanitarian Operations Division and direct
supervision of the of Shelter and Settlements Specialist, the Technical Advisor (Human
Settlements) will be responsible for providing technical advice and expertise to the Shelter and
Settlements Unit in steering a settlements approach that is responsive to community needs and
contributes to overall development objectives, improving sustainable living conditions of
communities affected by crises.

They will provide technical oversight for the settlements approach, including overseeing the
assessment, evidence-based planning, and grant support of multi-sectoral integrated
programming, ensuring that the settlements approach is effectively integrated into ongoing
humanitarian and development efforts, inclusive of achieving durable solutions for internally
displaced persons (IDPs).


They will contribute to the improvement of IOM’s Shelter and Settlements programming globally
by providing timely and relevant technical advice, expertise and substantive support to field
missions.

Core Functions / Responsibilities:

1. In coordination with relevant headquarter structures and country operations, lead the
dissemination and application of the settlements approach, utilising the IOM operational toolkit
(LOCALISE).

2. Ensure the application of the approach addresses community needs and strengthen the
nexus between humanitarian assistance, development and peacebuilding efforts using
community-based and spatial analysis modalities.

3. Lead the capacity building of country mission staff and local authority counterparts, ensuring
close liaison with other transition and recovery programmes and those supported by partners.

4. Undertake research and substantively support programme and shelter and settlements unit
strategy for submission and recommendations to senior management with respect to the
application of the settlements approach in support of community stabilisation, durable solutions,
and resilience interventions.

5. Develop, review, evaluate and refine settlements approach implementation methodologies for
use by field staff as guiding framework to advance programme execution.

6. Oversee and provide substantive support for implementation in line with the priorities
established by relevant frameworks, such as the IOM’s Migration Crisis Operational Framework,
Progressive Resolution of Displacement Situations, Global and Regional Consultative
Processes on Migration and Global shelter cluster’s Urban Settlement Working Group
Settlements Approach.

7. Together with the Programme Support Unit and country missions, identify, develop and
pursue new project possibilities in relation to the settlements approach, identified needs, donors’
priorities and in line with IOM’s mandate and strategy.

8. Advise on the development of monitoring and evaluation frameworks to assess the progress
and impact of the settlements approach, ensuring results are used to inform ongoing
implementation.

9. Stay up-to-date with best practices and developments in the field of settlements approaches
in humanitarian contexts, and provide advice, guidance and substantive support to ensure that
the settlements approach is aligned with these best practices.

10. Act as a unit lead and focal point for interagency collaboration initiatives as assigned,
including focal point for all human settlements and urban planning related workstreams.

11. Undertake duty travel as required.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in in Urban Management or Planning, Development, International Relations,


or related fields with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in post-crisis recovery and sustainable urban management, supporting a robust

understanding of the complex dynamics in post-crisis urban environments;

  • Professional experience in implementing settlements approaches in humanitarian contexts,

including roles as a technical advisor or programme officer;

  • Proven track record in working on multi-sectoral programmes and leading technical initiatives

across diverse regions, including the Middle East, Africa, and Asia;

  • Extensive experience working with local authorities and community-based organisations to

prioritise and address the needs of displaced populations;

  • Experience in implementing multiple S&S projects of diverse nature, and coordinating with

partners and government counterparts;

  • Experience in the design and implementation of a shelter and settlements strategy, in

emergency while considering the transition to more sustainable solutions; and,

  • Experience in application of participatory approaches to facilitate active participation of

communities and stakeholders into the project cycle and into the construction process, including
needs assessments.

Skills

  • Strong knowledge of spatial analysis, community-based planning, and the application of GIS

tools for urban development and settlement projects;

  • Strong knowledge of the Humanitarian coordination architecture;
  • Strong knowledge of shelter-related technical guidelines and standards, including HLP,

housing policies, etc;

  • Demonstrated expertise in project planning, management, and monitoring and evaluation

frameworks, and ability to work with minimal supervision;

  • Strong communication, negotiation, and interpersonal skills, with the ability to work effectively

in multi-cultural environments;

  • Capacity to deliver on set objectives in challenging situations and hardship duty stations;
  • Excellent coordination and communication skills; and,
  • Capacity to work effectively with Donors, local authorities, stakeholders, beneficiaries, and the

broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
