Org. Setting and Reporting This position is in the Development & Economic & Social Issues Branch (DESIB) within the Thematic Engagement, Special Procedures and Right to Development Division (TESPRDD) of the Office of the High Commissioner for Human Rights (OHCHR). The position reports to the Chief of Development & Economic & Social Issues Branch, with strategic collaboration with the Chief of the Economic, Social and Cultural Rights Section (ESCRS) and the Chief of the Sustainable Development Section (SDS). Responsibilities Within delegated authority, the Senior Human Rights Officer (Economist) will be responsible for the following duties: • Formulates human rights and economic policy strategies to incorporate economic, social and cultural rights and sustainable development goals, including from a gender equality perspective; develops a vision or direction for the work and creates the conditions for implementing that vision or direction. • Leads the formulation, organization, and management of economic analysis and the formulation of possible economic strategies, policies, and actions to assist member states in formulating strategies that contribute to the realization of economic, social, and cultural rights and poverty alleviation, economic empowerment, and gender equality. • Manages, supervises, and coordinates technical cooperation activities aimed at closing knowledge gaps and improving the capacity related to ESCR and SDGs. • Advises OHCHR on human rights matters and its links to macroeconomics, the financing for development, global tax reform, and fiscal policy matters. • Represents the Office on matters of human rights and economic policy matters. • Develops and maintains engagement with member state officials, institutional partners, and civil society, and manages OHCHR's response to requests for support on economic issues and policies. • Supervises a team of economists undertaking this work. • Manages OHCHR' s contribution to meetings of intergovernmental bodies. • Proposes policy options for immediate and long- range solutions to economic problems about human rights in general and specific geographical areas. • Supervises and ensures the timely delivery of high-quality human rights reports and other outputs. . • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other related duties as required. Competencies PROFESSIONALISM: Knowledge of and exposure to a range of economic, social and cultural rights, substantive knowledge of human rights issues including approaches and techniques to address and advise on highly sensitive and complex socio-economic problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of OHCHR organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to economic and development issues and broader human rights problems in specific societies and systems. Ability to relate and advise on human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Ability to lead on macroeconomics policies, financing for ESCR and development, international financial architecture reform and country-level fiscal policy (including the development of tools, methodology, and guidance on economic and fiscal policies), and macroeconomic analysis relating to ESCR. Education Advanced university degree (Master's degree or equivalent) in economics, economic policy, development economics, international development, development studies or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific Qualification Not available. Work Experience A minimum of 10 years of progressively responsible experience in economic policies and/or development economics, in the context of human rights or a related area is required. Experience in developing and implementing economic policies pertaining to human rights norms and standards is required. Experience in technical cooperation and capacity building for government and other stakeholders at the national level is required. Work experience with the United Nations, regional institutions or similar international settings is desirable. Experience managing and conducting technical cooperation, capacity-building (in-person and remote), and/or training programs is desirable. At least seven years of work experience as an economist engaged in economic policy issues is desirable. Experience in economic, social and cultural rights and sustainable development goals is desirable. Experience in team management is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
