My North based Public Sector client is recruiting for a Head of Engineering to join the team of a permanent basis.

My North based Public Sector client is recruiting for a Head of Engineering to join the team of a permanent basis. The Head of Engineering should have proven experience in Utilities & Energy management. The Head of Engineering will have overall responsibility for the management of facilities & estates throughout the organisation and will lead a team of resources in the discharge these responsibilities. The Head of Engineering will work with Senior Management, the Board, Heads of Departments and Contractors to support and oversee the management of Hospital facilities and the implementation and development of the Hospital estate in line with the Strategic Plan.

Job Responsibilities
Demonstrate adequate knowledge of building construction and the installation/maintenance of mechanical and electrical services.
Have strong & effective people management skills & be motivated to achieving excellent results, with a high level of energy, enthusiasm, determination &
commitment.
Have proven experience of utilities & energy management.
Be experienced in the delivery of construction projects comprising civil/structural engineering works & mechanical & electrical systems
  • Have good working knowledge of legislation and technical guidance in the construction industry, to include building works, health and safety, & fire safety
standards.
Have knowledge & experience of options appraisal procedures, brief writing & building user consultation, & of the procurement processes appropriate to public sector capital projects.
Have knowledge & familiarity with the Government’s Capital Works Management Framework in relation to public sector construction procurement.
  • Demonstrate effective planning & organising skills, including awareness of resource management & value for money.
Responsibility for the overall management of the infrastructural assets including the management of the Facilities team.
Prepare reports for the Board & Executive on the status of all current infrastructural projects including tracking against budget
Appoint & manage design teams & contractors in line with public tender requirements.
Implement & maintain Service Level Agreements relating to facilities & estates in line within available budgets & public sector procurement requirements.
  • Implement & manage an effective Preventative Maintenance Programme for buildings & relevant equipment.
Preparation of risk assessments for facilities & equipment as required & development of business cases for submission to the relevant authority for funding.
Environmental
  • Hold overall responsibility for the operation & maintenance of water systems in line with best practices for the management & control of legionella
  • Act as the Energy Performance Officer (EPO) by providing leadership in energy management & being accountable for energy management.
  • Monitor & advise on energy consumption and deliver energy conservation projects
  • In collaboration with the Risk and Safety Department, conduct Waste audits and Health and Safety audits as and when required.
  • Be available for any site audits from external agencies e.g. HIQA, DGSA, HSA, EHO and in collaboration with the Quality and Risk and Safety Department, ensure any actions arising from audits are completed accordingly.
General
  • In consultation with Senior Management & pertaining to the facilities functional areas, determine, review & establish detailed specifications & contractual requirements,
when soliciting competitive bids/quotations which are in keeping with best practices and public procurement procedures.
  • Hold overall responsibility for the functioning & maintenance of the telephony & Dect phone systems.
  • Hold overall responsibility for all activities at the Main Reception desk (including staffing, and the functioning and maintenance of the postal service).
  • Ensure strict compliance with Health & Safety legislation and Environmental legislation.
  • Act as Major Incident Reporting Policy Lead.
  • Ensuring departmental service plans are completed and maintained.
  • Researching and writing correspondence and reports as required.
  • Reporting concerns for the safety and welfare of patients.
  • Developing, updating and reviewing policies, procedures and guidelines relevant to the hospital facilities and estate in accordance with legislation and best practice.
  • Ensuring that all policies and procedures identified by the hospital as being relevant tot he post have been approved, read, acknowledged, implemented, and adhered to.
  • Keep the Chief Executive Officer appraised of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time.
Experience Required
5+ years senior management experience.
Be proficient in Microsoft Office, CAD and Business Management Systems
Have working knowledge of e-tenders.
Essential and Desirable Skills
Have a minimum of five years’ senior management experience.
Be proficient in Microsoft Office, CAD and Business Management Systems
Educational Requirements
Hold an Honours Degree in engineering, construction management or related field.
A qualification in Sustainable Energy would be an advantage.
Understanding of healthcare is an advantage, but not essential.
