As the Institutional and Governance Services Manager you will be responsible for promoting harmonious relationships between NOCs and Government authorities and support in the resolution of NOC Governance issues and conflict resolutions when needed and assitin in the coordination with International Sports Federations with regards to governance issues.


Main responsibilities

Collaboration with National Olympic Committees

  • Ensuring harmonious relationships between NOCs and government authorities
  • Engage in consultations with NOCs to assess the national-level situation.
  • Promote the principles of good governance and uphold the principle of autonomy at the national level in cooperation with national governments and relevant stakeholders.
  • Coordinate with key partners involved in defining the fundamental principles of Memorandums of Understanding (MoUs) to facilitate effective collaboration and autonomy at the national level.
  • Prepare draft MoUs for final validation by the Associate Director, to subsequently be signed by NOCs and governmental entities.
  • Support in the resolution of NOC governance issues and conflict resolution
  • Facilitate coordination between NOCs, governmental bodies, and key partners during the assessment of governance issues and conflicts.
  • Conduct in-depth analysis of governance issues and conflict scenarios.
  • Generate comprehensive reports, files, and all necessary documentation to propose solutions for the final decision-making process by the Associate Director.

Collaboration with International Sports Federations

  • Promote the respect of principles of good governance with the International Federations
  • Coordinate efforts with internal departments to engage with IFs and assess the initial situation.
  • Address governance issues affecting NOCs and National Sports Federations.
  • Collaborate with IFs in implementing the proposed solutions with National Sports Federations.
  • Ensure the observance of the principle of non-discrimination for athletes’ participation in international sports competitions
  • Gather information regarding instances of athlete discrimination during international sporting events, especially those related to visas, adherence to protocol standards (flags, anthems, and other elements), and compliance with the Olympic Charter, in line with non-discrimination principles.
  • Generate reports, files, and all required documentation to propose solutions for the final decision by the Associate Director.
  • Follow up with key partners, including athletes, NOCs, and IFs involved
  • Handle applications for athletes’ nationality changes at the Olympic Games
  • Receive and evaluate requests from athletes seeking to change their nationality to participate in the Olympic Games or Olympic Games qualification competitions.
  • Assess the eligibility of athletes and prepare reports for validation by the Associate Director before presentation to the IOC Executive Board (EB) for decision.
  • Follow up with key partners, including athletes, NOCs, and IFs involved after IOC EB decision.

Contribute to and coordinate the overall activities of the Section

  • Produce internal reports for the IOC Executive Board (EB) and the IOC Session.
  • Ensure consistency in NOC and IF governance across internal reporting.
  • Provide support to other IOC departments in relation with NOC and IF governance.
  • Perform other tasks as required based on organizational needs.


Our requirements

  • University Law degree and/or University degree in political sciences and/or Master in sports organisations management.
  • At least 5 year professional experience (preferably in sports organisations within the Olympic Movement).
  • Ability to work in a multi-cultural environment, diplomacy and negotiation skills, outstanding drafting skills etc.
  • English or French fluency, with excellent writing and speaking of the other language. Spanish is an asset.
  • Excellent command of the corporate tools and ability to follow the internal user rules (Outlook, etc.).
