Org. Setting and Reporting The position is located in the Information Systems and Development Unit that is responsible for the development of corporate technical solutions and systems and seeks to provide proactive services to client departments of the International Trade Centre (ITC) in order to meet their IT development needs. The focus of this position is to assist in the implementation of effective data management tools. This includes assisting the building, management and optimization of data pipelines and architectures to support the production of analytics and development of systems in compliance with data governance, protection, privacy, and security requirements. Responsibilities Under the direct supervision of the Programme Officer (Data Management) and the general guidance of the Chief, Information Technology and Systems, the Associate Data Engineer will be responsible for the following duties: • Identify needs for dataset assembly across organization and collaborate with stakeholders to gather and process data • Implement solutions to data-related technical problems and data infrastructure updates • Design internal process improvements: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability • Extract data features from complex datasets and produce reports, dashboards and data visualizations. • Work with contractors to clarify requirements, validate delivery and integrate solutions • Develop and implement changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements. Competencies • Professionalism: Knowledge of data analysis life cycle from ingest and wrangling to analysis and visualization to present findings. Knowledge of best practices and IT operations in an always-up, always-available service. Knowledge of Agile Software Development methodologies. Strong analytic skills related to working with unstructured datasets. Ability in managing and communicating data warehouse plans to internal clients. Working knowledge of message queuing, stream processing, and highly scalable ‘big data’ data stores. Process oriented with great documentation skills. Ability to convey complex / difficult data science topics to clients in a relatable manner. Takes pride in the work for the organization and understands the impact that can be brought into the organization by allowing data-driven and evidence-based decisions. Education Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field. A first-level university degree in combination with four years of experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification Not available. Work Experience A minimum of two years of experience in data management, integration, modeling, optimization and other relevant areas is required. Experience supporting cross-functional teams and collaborating with stakeholders in support of analytics initiatives is required. Experience in programming languages such as Python, JavaScript is required. Experience managing various databases (Relational, NoSQL, Vector, Graph, etc.) is required. Experience in designing data integration and pipeline architectures which must include ingesting data through different methods such as message queues, database connections, flat files, REST, or specific API’s, is required. Experience in DevOps tool chains consisting of tools like Git, Jenkins, Azure DevOps – or equivalent tools - and experience with the deployment of data pipelines is required. Experience in delivering big data use cases, including projects using technology such as Kubernetes, Docker, Apache Spark, or others is desirable. Experience in Artificial Intelligence, with a strong focus on generative AI technologies and large language models for data processing, transformation, and analysis at scale. Knowledge of prompt engineering, embeddings, and vector databases for efficient data retrieval and processing is desirable. Experience working with self-service analytics applications like Microsoft PowerBI, Tableau, Apache Superset and others for data discovery is desirable. Languages For the position advertised, fluency in English is required. Assessment Assessment will be undertaken through a comparative analysis of the applications. The assessment may also include a competency-based interview and/or other appropriate evaluation mechanisms.
