Context:
In support of the responsibilities of the Senior Director, Office of Partnerships, Advocacy and
Communications (OPAC) which is to provide institutional leadership, set institutional goals and
priorities, maintain global oversight of IOM external relations, inclusive of Member State
engagement, resource mobilization, media, communications and partnerships, the Coordination
and Support Officer (OPAC) will facilitate effective coordination of the work of the OPAC Pillar,
including between OPAC Departments and Divisions, between OPAC and Headquarters (HQ)
pillars, as well as with the Global Offices, IOM Office at the United Nations and Country Offices
for Partnerships and Advocacy.
Under the direct supervision of the Special Advisor to the Senior Director (OPAC), the
Coordination and Support Officer (Partnerships, Advocacy and Communications) will provide
strategic, technical, analytical, and organizational support to the work of the Office.
Core Functions / Responsibilities:
Coordination and Communication:
1. Coordinate cohesion across the Departments and Divisions within the OPAC pillar to ensure
they efficiently and effectively fulfil their responsibilities.
2. Liaise with counterparts in the Executive Office to ensure smooth coordination of events and
priorities within the Leadership Team.
3. Facilitate engagement of OPAC pillar departments, divisions and offices with departments
outside the OPAC pillar, and other IOM structures, as required.
4. Embed the strategic objectives of the Senior Director in all communications and knowledge
products of the Office and promote these across the OPAC pillar and organization.
5. Coordinate the technical preparations for the Senior Director’s participation at HQ, field, and
external events.
Administrative coordination and support:
6. Monitor the planning, finance and administrative roles and responsibilities of the Office of the
Senior Director, including but not limited to, human resources, procurement and budget
processes.
7. Gather and consolidate planning, finance, and administrative updates from the Departments,
Divisions and Units under the portfolio of the Senior Director.
8. Prepare briefing notes and status reports as required; review talking points for the Senior
Director, and draft responses to incoming communications to the Senior Director.
9. Review and clear outgoing IOM correspondence to Member States and other relevant
stakeholders under the responsibility of OPAC on behalf of the Senior Director.
Planning, reporting and knowledge management
10. Stay abreast of Departmental and Divisional workplans, initiatives and developments in the
OPAC Pillar and provide support and recommendations to the Senior Director on emerging
needs, best practices, and to ensure necessary follow-up.
11. Provide data analysis and horizon scanning where necessary to support Senior Director in
shaping strategic directions and planning within the OPAC Pillar.
12. Monitor and follow up on the progress of tasks assigned by the Senior Director to various
teams or individuals.
13. Contribute to knowledge management by keeping clear and up to date records of
correspondence and decisions, including authorizations, memos, and correspondence.
14. Coordinate briefings and updates for the Senior Director and others on activities inside and
outside the Organization which relate to the Senior Director’s portfolio of responsibilities.
Additional Duties:
15. Perform other duties as assigned by the Senior Director.
Required Qualifications and Experience:
Education
- Master's degree in Public Policy, Management or International Relations from an accredited
academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience;
Experience
- At least five years (seven years for bachelor’s degree holders) of relevant professional
experience in coordinating work in the international system, as well as in a fast passed high
pressure environment;
- Considerable experience in coordinating with the UN system, Member States, and other
stakeholders, in various roles;
- Considerable experience in policy, strategy and workplan development for multiple
stakeholders (interdepartmental, inter-agency, etc);
- Considerable experience in agenda setting, high level presentations and engagements, and
document review;
- Considerable experience in strategic communication and policy advocacy in international
contexts; and,
- Experience in resources and administrative management matters is an advantage.
Skills
- Knowledge of organizational policies, practices and systems;
- Excellent liaison and communications skills;
- Experience in writing policy and/or guidelines;
- Excellent organizational skills, with proven record of maintaining oversight of multiple work
streams in parallel;
- Strong strategic and creative thinking;

professional backgrounds; and,
- Demonstrated ability to work independently against tight deadlines.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
