Org. Setting and Reporting This position is located in the Trade Logistics Branch (Branch) of the Division on Technology and Logistics (DTL), the United Nations Trade and Development (UNCTAD). The Chief of the Branch reports to the Director, DTL. Responsibilities Within delegated authority, and under the guidance of the Director, DTL, the Chief plans and implements the substantive work programme of the Branch under his/her supervision. Oversees the management of activities in the area of trade logistics undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and coordinates work on trade logistics both within the Division and UNCTAD, and with other organizations of the United Nations System, as appropriate. • Leads, supervises and carries out the work programme of the Branch under his/her responsibility. Coordinates the work carried out by different work units under the Branch and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others. • Coordinates and oversees the preparation of reports in the area of trade logistics, including, in particular, the preparation of analytical reports, such as the Review of Maritime Transport for presentation to intergovernmental bodies such as UNCTAD Conferences, Trade and Development Board, Trade and Development Commission, expert groups and other policy-making organs, as appropriate. • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data and quantitative analysis. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Prepares the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery. Oversees the technical cooperation programme of the Branch. • Cooperates with international organizations such as WTO, World Bank etc., in the planning and implementation of coherent trade and transport facilitation programmes. • Oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (ePerformance), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Recruits staff, taking due account of geographical balance. • Fosters teamwork and communication among staff in the Branch and across organizational boundaries. • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. • Represents the Division at international, regional or national meetings. Education Advanced university degree (Master’s degree or equivalent) in economics or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of fifteen years of progressively responsible experience in the area of trade logistics at the international level or related field is required. At least eight years of experience in programme and project planning and implementation including the execution of major multilateral technical cooperation projects is desirable. Experience in leading and managing teams is desirable. Experience working in an international organization is desirable. Languages For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable. Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview. Special Notice This temporary position is available for a period of six (6) months, starting in January 2025. Extensions may be possible provided continuation of need, availability of post and funds, as well as satisfactory performance. Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
