Context:

Under the direct supervision of the Deputy Director of the Department of Media and
Communications (DMC) and in close collaboration with thematic and regional teams, the Global
Campaigns Officer will be responsible for planning, developing, and implementing global public
campaigns to support IOM’s strategic objectives. The position involves creating impactful
communication and advocacy campaigns, strengthening public awareness of IOM’s work, and
mobilizing support for migration issues. The Global Campaigns Officer will collaborate with
member states, international partners, and key stakeholders to elevate IOM’s profile through
innovative, multi-channel campaign initiatives.


Core Functions / Responsibilities:

  • Design and develop global campaigns that align with IOM’s strategic priorities, addressing

topics such as migration, humanitarian response, and policy advocacy.

  • Contribute to the development of campaign frameworks, goals, and messaging strategies to

maximize impact across diverse audiences, including the general public, donors, member
states, and thematic partners.

  • Coordinate with thematic divisions, field offices, and regional communication teams to ensure

campaign alignment and consistency across IOM’s programs and regions.

Campaign Implementation and Management

  • Oversee the execution of multi-channel campaigns, utilizing digital media, print, broadcast, and

direct engagement to help enhance IOM’s visibility and public awareness of migration issues.

  • Collaborate with the digital media team to develop content, including graphics, videos, social

media posts, and other multimedia assets that strengthen campaign messaging.

  • Manage timelines and monitor budgets to ensure campaigns are delivered efficiently and

within scope, monitoring progress and addressing challenges as they arise.

Stakeholder Engagement and Partnerships

  • Cultivate relationships with key stakeholders, including member states, private sector partners,

and influencers, to support campaign outreach and advocacy objectives.

  • Work with IOM Goodwill Ambassadors and other public figures to promote campaign

messages, ensuring effective engagement that aligns with IOM’s values and strategic goals.

  • Coordinate joint campaign efforts with other UN agencies, NGOs, and international

organizations to amplify shared messages and reach wider audiences.

Monitoring, Evaluation, and Reporting

  • Develop and implement mechanisms for monitoring campaign performance, tracking metrics to

assess engagement, reach, and impact.

  • Analyze campaign results and produce reports to inform ongoing strategy development,

capturing lessons learned and best practices.

  • Provide regular updates to senior leadership on campaign progress, including

recommendations for enhancing campaign effectiveness.

Perform such other duties as assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Communications, Public Relations, Marketing, International Relations, or a

related field from an accredited academic institution with five years of relevant professional
experience; or,

  • University degree in the above fields with seven years of relevant professional experience.


Experience

  • Experience in campaign management, strategic communications, or public advocacy;
  • Proven experience in designing and managing large-scale public campaigns, preferably within

international organizations or NGOs;

  • Strong background in digital and social media strategy, including experience with content

creation, audience engagement, and analytics;

  • Demonstrated experience in stakeholder engagement, particularly with donors, government

agencies, and advocacy partners; and,

  • Experience in crisis communications or migration-focused campaigns is an advantage.

Skills

  • Excellent written and verbal communication skills, with the ability to craft compelling messages

for diverse audiences;

  • Strong project management skills, including the ability to manage resources, timelines, and

multiple priorities effectively;

  • Proficiency in digital marketing, social media management, and content creation tools (e.g.,

Adobe Creative Suite, Hootsuite); and,

  • Ability to analyze campaign data and derive insights to optimize performance.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:

Internationally recruited professional staff are required to be mobile.
